CSO-LED DECLARATION ON LAND, PEACE & SECURITY

Endorse the Declaration

  • We, Indigenous Peoples and Traditional Custodians, Smallholder Farmers, Pastoralists and Transhumance Communities, Fisherfolk and Inland Water Users, Nomadic and Semi-nomadic Communities, Rangeland Stewards, Biodiversity Custodians, Restoration Practitioners, Women's Land-rights Groups, Environmental and Land Rights Defenders, and the broader Civil Society Movements; supported by Governments and others, gathered at COP17 of the United Nations Convention to Combat Desertification (UNCCD), issue this Declaration at a moment of converging global crises.

  • We recognize that land degradation, amplified by drought, water scarcity, wildfire, climate impacts, and biodiversity loss, interacts with existing socio-economic, and governance vulnerabilities, acts as a threat multiplier and contribute to systemic crisis, including increased poverty and inequality, displacement, humanitarian emergencies, and instability, particularly in fragile and conflict-affected states (FCAS)  and post-conflict contexts.

  • We are alarmed by the destructive, disproportionate and intersecting effects of these dynamics on the most vulnerable communities, including women and girls, children and young people, indigenous peoples and local communities, people with disabilities, older persons, and on refugees, other displaced persons, and their hosting communities, among other populations.

  • We are concerned by the growing links between drought and land degradation with displacement and human mobility, including transboundary and rural-urban displacement, and affirm the importance of UNCCD Decision 23/COP.16 on desertification, land degradation and drought as one of the drivers of migration.

  • We emphasise that restored, productive and well‑governed landscapes and ecosystems can reduce vulnerability, strengthen cooperation, reduce tensions and inequalities, and lay the foundations for climate resilience, stability and shared prosperity.

  • We support the decision by the United Nations to declare 2026 as the International Year of Rangelands and Pastoralists, and acknowledge the contribution of pastoralism and agro-pastoral systems and practices on land stewardship, ecosystem restoration, food security, stability and social cohesion

  • We recognize the Peace Forest Initiative as a valuable vehicle for advancing the land–peace–security agenda and promoting environmental peacebuilding, offering a means to strengthen ecosystem restoration, sustainable land management and environmental cooperation in support to land degradation neutrality (SDG 15.3) and peaceful, just and inclusive societies (SDG 16)

  • We welcome the 2026 G7 environment track commitment to “address desertification, land degradation and drought as multipliers of security risks” and the COP28 Declaration on Climate, Relief, Recovery and Peace calling for collective action to build climate resilience at the scale and speed required in contexts threatened or affected by fragility, conflict, or facing severe humanitarian needs.

  • We affirm the contribution of the Great Green Wall Initiative (GGWI) as a vehicle of global collaboration to restore land, create employment and foster social cohesion, and note the recent advances of the GGWI through collaboration with UNCCD and through the Knowledge for Great Green Wall Action (K4GGWA) programme.

  • We underline that land restoration must prioritise people-centered, community-led conflict-sensitive and peace-responsive approaches rather than top-down solutions inadequate to specific needs of communities living in FCAS and post-conflict contexts.

  • We welcome the leadership of communities, indigenous peoples, women, youth, and local institutions who steward land and natural resources, advance ecosystem restoration, food security, sustainable livelihoods and peacebuilding, often under the most difficult conditions.

  • We therefore call for renewed solidarity and cooperation among nations, communities, and stakeholders, recognizing that peace‑positive land management is essential to safeguarding human and ecological security, advancing sustainable development, and protecting the rights and dignity of present and future generations.

PREAMBLE

Pillar I: Advancing inclusive, transparent, and accountable land governance as a cornerstone of resilience and peace by:

  • Promoting conflict-sensitive and peace-responsive approaches and policies that respect diverse tenure systems tailored and driven by community-based mechanisms, uphold the rule of law, and ensure fair and equitable access to land and its benefits. 

  • Enhancing tenure security, including by women, for land, trees, grazing and other natural resources as a foundation for sustainable land management and social stability.

  • Strengthening coordination and synergy across sectors and institutions to address the land-peace-security agenda, and break existing silos between climate, land, development, humanitarian and peace actors, enabling coherent, integrated and conflict‑sensitive approaches.

  • Encouraging the integration of land, peace, and security considerations into national and regional planning processes submitted to the UNCCD, informed by context‑specific analysis and aligned with sustainable development goals and climate, biodiversity and conservation objectives and plans, including those submitted to the UNFCCC and the UNCBD, thereby strengthening the “Rio spirit”. 

  • Recognizing the role of regional and transboundary initiatives, including the Great Green Wall and other cross‑border restoration and resilience efforts, and reinforcing the role of regional organizations as key actors linking national, subregional and global processes, and which support coherent, coordinated action on land degradation, drought, peace and security.

  • Prioritizing support to areas,including transboundary regions,where land degradation, climate impacts, fragility and tensions over access to natural resources  converge, and promoting investments that advance restoration, sustainable land management, flood preparation, drought preparedness, and peace‑responsive governance. 

  • Supporting the meaningful participation of communities and rights‑holders, particularly vulnerable groups, integrating traditional knowledge into shaping decisions that affect their landscapes and livelihoods, and encouraging the development and expansion of innovations and local rural businesses by vulnerable groups.

  • Promoting and Strengthening local, national, transboundary and regional mechanisms for dialogue, mediation and conflict resolution among land users, by reinforcing and resourcing customary institutions and community structures responsible for natural resources management or any joint action in order to reduce tensions, with specific attention dedicated to local leadership and equitable participation.

  • Promoting practical and scalable community‑level and community-led measures, including nature‑based solutions, agroecology, agroforestry, regenerative agricultural practices, locally adapted food systems, and perennial cultivation among other approaches, that restore degraded ecosystems, diversify livelihoods, build resilience and strengthen social cohesion, and supporting their replication across vulnerable contexts.

Pillar II: Enhancing adequate, accessible and predictable financial support for people-centred land restoration efforts in fragile and conflict-affected states by:

  • Recognising that investments in restoration, land management, and drought preparedness are a preventative investment in human security, helping to avert future humanitarian pressures, safeguard livelihoods, and reduce instability, particularly in FCAS and post-conflict contexts.

  • Ensuring that resources are accessible and reach frontline communities and local institutions in a transparent and accountable manner.

  • Encouraging efforts to simplify procedures, develop robust and comprehensive national resource mobilization strategies to mobilize diverse sources of finance from local, national, regional and global sources (public, private, and philanthropic) and to expand innovative approaches that prevent and reduce risks, catalyse investments, expand access to concessional finance and reinforce long‑term monitoring, trust, and impact. 

  • Promoting conflict-sensitive, inclusive, and context-responsive approaches that support trust-building, reduce operational and financing risks, and enable more sustainable and effective financing in FCAS.

  • Integrating land-peace-security considerations into the projects and programmes design of financial mechanisms under the UNCCD and other relevant frameworks, including the development and mobilization of financial resources that contribute to Land Degradation Neutrality targets and National Drought Plans and reinforce resilience, food security, and social stability.

  • Encouraging alignment and complementarity across climate, biodiversity, land restoration, and peacebuilding finance, to reduce fragmentation, maximize impact, and support whole-of-system outcomes for resilience, livelihoods, and stability. 

  • Supporting locally grounded and scalable restoration initiatives that can mobilize diverse sources of sustainable financing.

  • Strengthening national and local capacities of local actors, including community-based organizations, producers cooperatives, women and youth representatives, to access, manage and monitor financial resources so that investments translate into equitable, effective and lasting outcomes.

  • Promoting the identification and progressive reallocation of detrimental public expenditures and harmful subventions which negatively affect the soil health, land fertility, desertification and drought resilience to better support sustainable land management, land restoration, and to ensure a just, equitable and fair transition.

Pillar III: Encouraging Peace-Positive, Inclusive, Durable and Sustained Partnerships by:

● Encouraging long‑term, multi‑level diplomatic engagement to sustain cooperation, resource mobilization, and technical exchange among countries facing shared challenges.

● Deepening cooperation across borders and regions to manage shared ecosystems, promote joint monitoring, strengthen trust, align national policies, mobilize political will, and secure long‑term commitments for integrated action

● Supporting South–South, North–South, and triangular cooperation to accelerate knowledge exchange, capacity‑building, and technology transfer enabling the operationalisation of conflict-sensitive and peace-responsive land management.

● Encouraging multi‑stakeholder partnerships that gather together governments, civil society, indigenous peoples, pastoralist organizations, women’s and youth groups, research institutions, media, applied knowledge platforms, local innovators, entrepreneurs and the private sector, grounded in transparency, shared responsibility, and respect for human rights.

Pillar IV: Strengthening implementation and monitoring systems that ensure accountability, transparency, and continuous learning by:

● Encouraging the incorporation of conflict-sensitive and peace-responsive dimensions,including indicators for national planning frameworks, and the sharing of progress through existing UNCCD reporting channels, in order to enhance understanding of how land‑restoration efforts support livelihoods, resilience, social cohesion and youth and women empowerment.

● Adopting adaptive management approaches that ensure policies, programmes and planning instruments evolve in line with changing environmental and social conditions.

● Reinforcing risk analysis, early warning, remote-based monitoring, anticipatory action and other innovative tools and technologies to address emerging pressures on land and communities.

● Strengthening rural-urban, sex-, age-, and disability-disaggregated data and indicators that capture changes in power and economic relations.

● Promoting joint and participatory monitoring approaches, including in transboundary landscapes, to enhance cooperation, shared understanding and trust.

● Investing in the capacities of local institutions, communities and civil society to support effective, inclusive, and conflict‑sensitive restoration efforts and trust-based governance of natural resources.

CLOSING

● We reaffirm that healthy, productive, equitably and sustainably managed land contributes to resilience, livelihoods, stability, and shared prosperity, and that the commitments expressed in this Declaration reflect a shared determination to advance peace‑responsive and conflict‑sensitive approaches to land governance, restoration, and drought preparedness, in line with the mandate of the UNCCD and the aspirations of FCAS and frontlines communities.

● We emphasize that sustained political will, inclusive partnerships, and predictable, risk-aware financing and strategies are essential to deliver on these commitments.

● We recognize that this Declaration is non‑binding yet morally compelling, reflecting a shared determination to act with urgency, shared responsibility and solidarity, with the conviction that restoring land can help rebuild peace, and that peace, in turn, enables the long‑term stewardship of land and natural resources.

● We stand ready as civil society, governments, communities, and partners, to work together so that the generations already active today, and those still to come, inherit landscapes that are healthier, more resilient, and more peaceful.
